 Emergency management grew out of civil defense. also know as protecting the public from an attack by a foreign power. It was not until President Carter that the Federal Emergency Management Agency was created.

Apparently, back in the day, the head of the Governor's Office of Emergency Management wasn't an emergency manager, but rather the general leading the California National Guard.
