THE NATIONAL WEATHER SERVICE IN HANFORD HAS ISSUED A RED FLAG  WARNING FOR VERY LOW HUMIDITIES AND INCREASING WINDS OVER THE HIGHER  ELEVATIONS WITH POOR EVENING RECOVERIES...WHICH IS IN EFFECT UNTIL  10 PM PST THIS EVENING.    * AFFECTED AREA...FIRE WEATHER ZONE 295 KERN COUNTY MOUNTAINS...    FIRE WEATHER ZONE 296 SIERRA NEVADA FROM YOSEMITE TO KINGS    CANYON NATIONAL PARK AND FIRE WEATHER ZONE 297 TULARE COUNTY    MOUNTAINS. LOCATIONS INCLUDE FRAZIER PARK...PINE MOUNTAIN    CLUB...SEQUOIA NATIONAL FOREST INCLUDING THE PIUTES...SEQUOIA    NATIONAL PARK...KINGS CANYON NATIONAL PARK...YOSEMITE NATIONAL    PARK AND SEQUOIA NATIONAL FOREST.    * WINDS...NORTHEAST 10 TO 20 MPH WITH GUSTS UP TO 40 MPH.    * TIMING...10 AM THIS MORNING THROUGH 10 PM PST TONIGHT.    * RELATIVE HUMIDITY...10 PERCENT OR LESS FOR 10 TO 12 HOURS.    * IMPACTS...IF FIRE IGNITION OCCURS THERE COULD BE RAPID SPREAD    AND EXTREME BEHAVIOR WITH THREAT TO LIFE AND PROPERTY. PEAK WINDS ARE EXPECTED TO  OCCUR FROM LATE MORNING THROUGH MID AFTERNOON...WITH GUSTS IN THE  50 TO 60 MPH RANGE ACROSS THE MOUNTAINS...AND ISOLATED GUSTS TO 70  MPH. GUSTS BETWEEN 40 AND 55 MPH WILL BE COMMON ACROSS THE VALLEYS  AND COASTAL PORTIONS. RELATIVE HUMIDITIES WILL LIKELY FALL THROUGH  THE DAY TODAY...WITH SINGLE DIGITS AND LOW TEENS READINGS COMMON.
