Yep, and they better get this ironed out ASAP because the next big disaster might not wait for them to do that if they take too long.

The problem was they went with the defunct Open Sky radio system. It failed miserably in quite a few installations on the East Coast (Upstate New York in the beginning of a state wide roll out of the system; State of Pennsylvania in what was MA/COM's, now Harris, home market). It just never worked right out of the box and could not scale up to expectations.
